What can a small island carry before investment decides for it?

Enzyme engagement · client named with permission

Client
The Australian and Timor-Leste governments.
Place
Ataúro Island, 25 kilometres north of Dili.
Scope
Blue Economy and Tourism Master Plan.

A place of striking marine biodiversity and strong community identity, with a tourism profile growing faster than the social and institutional infrastructure beneath it. Investment interest and promotion were accelerating; the risk was the regional pattern of infrastructure before readiness, agencies without coordination, and a blue economy story not yet grounded in the island's ecology and economy.

Three of the five structural gaps at once. Governance: mapping the agencies, community organisations and departments with overlapping jurisdiction, and designing coordination that works across them. Readiness: asking not whether communities had been consulted but whether the conditions for taking part were in place, and what the preparation pathway looked like. Sequencing: making explicit the order of interventions, social and governance infrastructure first, investment and promotion second.

A sequenced, evidence-based framework in which community readiness, governance, marine protection and economic development are one pathway rather than parallel strategies.
